Is there any relatively low-cost or open source program that can host After Effects 3.1 plug-ins?

I got Cinelook 1.9 and FilmDamage for free a few years ago on the cover of a magazine, but don’t have After Effects. They were originally designed for After Effects 3.1. Is there another program that can host the plug-ins, preferably something open-source or 0?

I know of several programs that capture packets, but you actually have to be connected to the wireless router.. When i say connected i’m not mean physically i mean connecting by putting the wep or wap key. I want to capture packets from my laptop.
