Why do many public institutions, such as schools and libraries, block reputable open-source software websites?
My local public library recently installed new internet filters for both wired and wifi connections. Sites like SourceForge and PortableApps are now blocked, even if using your own laptop through a wired or wifi connection. The library IT guy says the blocks were a requirement from the filtering provider, but that seems rather unfair.

I’m asking this because I eventually want to learn c++ but on a open source ide. The reason I don’t want to use visual studio is because I have to put extra stuff. Also how do I get an open source ide working on a 64 bit windows 7 laptop. Email me for more details.

I am setting up Arch Linux on my laptop and I was wondering how big my swap partition should be and what file system format it should be in? (I think ext2 but I’m not sure). I have 4 gigs of ram. Thanks.

I have been using Ubuntu for awhile on my laptop, but I’m a linguist and I need to use multiple keyboard layouts; however, Ubuntu only allows you to assign four different layouts at one time. I am really fond of Linux products and don’t intend to go back to Windows any time soon, so I was wondering if there was another form of Linux that would solve this problem for me, because I need 7-8 different layouts.

I have a laptop I want to download latest drivers on it such as the video card but I am using a Linux operating system, Ubuntu.
I am very new at this Linux stuff and it can be frustrating. I don’t have the money now to buy a user friendly os so I am experimenting. Any help will be great! ;}
