How to implement a library bar code system?

Author: I’ve been assigned to implement a completely new library information system utilizing bar coding for books, and in accordance to the Dewey decimal system. I guess the easy part is the database along with the GUI. But I have no clue where to start after that. Would bar code scanners be able to recognize ISBN bar codes, or should we opt to printing our own bar codes?

When browsing files to upload, my Firefox is reversing them alphabetically. How do I fix this?
Hey. I know this is hard to explain.
When I try to upload, say, an attachment to my emails – I go to My Documents, and my files are arranged alphabetically but in reverse. It’s only through Firefox and if I arrange them properly, the next time they are reversed again.
I have no clue how it happened or how to fix it.
Any help would be appreciated.
For the record, I ran a virus scan and didn’t find anything.
Photoscape, Photofiltre, or GNU Image Manipulation Program?
Which one is good, really easy to use, can make both animated and unanimated graphics, and takes up little space in your hard drive?
And what do you guys reccomend for a beginner like me, who has NO clue on how to make graphics?
And is there anything I can find in GIMP,Photoscape or Photofiltre that I won’t find on the other?
